Council to hear third reading on acceptance of state grant for PPD

Portsmouth City Council will meet Monday in regular session to hear legislation on a variety of topics, according to the agenda.

Council will hear a third reading on the acceptance of grant funds from the Ohio Department of Public Safety’s Office of Criminal Justice Services. This involves the establishment of an account for the grant and appropriation of the funding under the Recovery Ohio Law Enforcement Fund. The funds and account will be for use by the drug task force.

Also seeing third reading are two ordinance amendments involving the enclosure of swimming pools and occupation of a condemned structure. Third reading will also be heard on the authorization of the acceptance of funding received from Scioto Foundation and appropriation into the continous improvement plan fund.

Also subject to a third reading is the vacating of an alley between Kinneys Lane and 20th Street near Scioto Trail. This measure has been requested by Jasmar LLC.

Third reading is usually the last step before a motion is made and a council vote is taken.

Seeing second reading before council are ordinances authorizing:

-The re-appropriation of $2.4 million from the general fund to be paid from the ODNR-Court Street Boat line item and to receive nearly $1.7 million from teh Cooperative Boating Facility Grant

-The city manager to prepare and submit a grant and loan application to the Ohio Public Works Commission for the COles Boulevard Safety Improvement Construction

-The Appropriation of $240,000from the one-time Strategic Community Investment Grant Program to the Municipal Court Computer fund

-Movement of $6,000 from the general fund for legal fees to cover current and future expenses relating to the defense of the ongoing case of Sean Dunne v. Charlotte Gordon, et. al., in Scioto County Court of Common Pleas

-The appropriation of $15,000 to the Health CIP for the purchase of a generator

Requested to be passed as an emergency is an ordinance authorizing the acceptance of $23,851 from Allen’s Auctions. These funds will be appropriated to the Law Enforcement Trust Fund (in the amount of $10,530) and the remaining $13,321 to the Police Department Impound MIscellaneous Line Item.

If approved as an emergency, a piece of legislation can bypass the third-reading rule for a full council vote, according to the city charter.

Portsmouth City Council will meet at 6 p.m., Monday, Sept. 23, on the first floor of 500 Chillicothe St., Portsmouth.
