Scioto County Common Pleas Judge William T. Marshall has sentenced a Dayton man to 10 years in prison for engaging in a pattern of corrupt activities and conspiracy to traffic in heroin.

Ryan L. Starks, 23, and four others were indicted by the Scioto County grand jury arising from the August, 2013 seizure of over half a kilogram of heroin at the Shawnee State Park Lodge.

According to the Scioto County Prosecutor’s office, the heroin was discovered on Aug. 1, 2013, when the housecleaning crew entered a cabin after checkout time and found heroin,a variety of pills and a large amount of cash in the cabin.. The prosecutor’s office reported Park Rangers and members of the Southern Ohio Drug Task Force seized the drugs and the cash and waited for the occupants to return to the cabin.

Later that evening, the two women and three men were apprehended as they returned to the cabin area at various times.

“The evidence in this case indicated that this was an established heroin ring smuggling heroin from Dayton to Portsmouth on a regular basis,” Assistant Scioto County Commissioner Pat Apel said. “All the defendants except one were Dayton residents. Two co-defendants, Robert Woods and Phillip Hansen-Bass, are still at large.”

Apel said two other co-defendants have trials pending. Engaging in a pattern of corrupt activities is the Ohio version of the Federal Racketeer Influenced Corrupt Organizations Act, often referred to as RICO.
