A former assistant chief of the Portsmouth Fire Department, Sidney Lee Troutman, 90, of Portsmouth, died Wednesday at Southern Ohio Medical Center.


Troutman served as chief of the Portsmouth Fire Department from May of 1968 until his retirement on Oct. 3, 1980. In all, Troutman served in the fire department for 28 years. He served as acting chief on two different occasions as the department sought a permanent chief.


Troutman began his career as a firefighter in October of 1952, was appointed a lieutenant in 1958 and promoted to captain in 1961.


The same month he retired, Portsmouth City Council, embroiled in a city manager controversy, named Troutman acting city manager. It was during that time in 1980 that City Council voted to suspend then-city manager Barry Feldman. According to sources, Troutman never took that position as the courts ruled against Feldman’s firing. In 1981 the Scioto County Board of Elections declared invalid the petitions Troutman filed in his attempt to run for the Third Ward Council seat. At that time, Carolyn Andrews, director of the BOE, said the board found that two persons had circulated the same petition.


Troutman was preceded in death by his wife of 58 years, Karleen June Troutman on July 5, 2006.


Troutman graduated from Portsmouth High School in 1942; was a veteran of World War II, serving in the United States Navy from 1942 to 1949.


Funeral services will be held at 11 a.m. Monday at the F.C. Daehler Mortuary Company with burial in Sunset Memorial Gardens. Friends may call at Daehler’s Sunday from noon to 2 p.m. and 4 to 6 p.m.. Graveside military rites will be conducted by the honor detail of James Dickey Post 23 of the American Legion.
