Portsmouth man indicted on several charges

The Scioto County grand jury has indicted a Portsmouth man, Kelly Black, 22, of Camp Street, on charges of endangering children, tampering with evidence and felonious assault.
Scioto County Sheriff Marty V. Donini reported on Aug. 16 that Black had been charged with one count of felonious assault a felony of the second degree and one count of child endangering a felony of the third degree.
Donini said his office was contacted by Scioto County Children Services on Aug. 14 about a report from the Fleming County, Ky. Sheriff’s Office that a two-year-old child was being treated at a Kentucky hospital for injuries that appeared to be child abuse.
Donini stated that during an investigation detectives were able to obtain copies of medical records, interview witnesses and obtain photographs of the injuries. He said the victim sustained injuries to her back, thighs, legs, buttocks and face. The injuries are believed to be caused by the metal handle of a fly swatter.
Sheriff Donini stated that the suspect was contacted through his mother in Kentucky and stated he would respond to the Scioto County Sheriff’s Office for questioning on Aug. 16, which resulted in his arrest.
