City to relocate sewer line for bypass

The Southern Ohio Veterans Memorial Highway will be locating directly over top of Slocum Road, which means a large portion of the city of Portsmouth’s sanitary sewer line will have to be re-located.

“It’s (bypass) coming right overtop of Slocum Road and some of the foundations for the bridge there are going to be right over top of our sewers,” Portsmouth Wastewater Director Rick Duncan said. “So we have to relocate them. It is where the new highway is coming on that far end of Sciotoville.”

The current system is located at the intersection of Pershing Avenue and Slocum Road at Highland Bend. The estimate for the work is $44,607.20 and must be done in the next 30 days. The city of Portsmouth will be reimbursed for the total cost of the project.

“That will be reimbursed by ODOT (Ohio Department of Transportation),” Duncan said.

Duncan said the portion that has to be relocated is 285 feet of 8-inch sewer and 325 feet of 10-inch sewer.

“We’ve had to do some water line relocation and the Scioto County Sanitary Engineer (Joe DeLong) has had to relocate some of his lines too,” Duncan said. “So it’s not just us (city) it’s the county also.”

Portsmouth City Manager Derek K. Allen said the work was not included in the 2015 budget and could not wait until 2016 to be placed in the 2016 budget. Because the project is under $50,000 it does not require bidding.

“I’ve got a request out for estimates from three different contractors,” Duncan said. “And I haven’t called them back yet.”
