Proctorville man charged with involuntary manslaughter of wife

According to reports from the office of Scioto County Sheriff Marty V. Donini, his office received a 911 call from Heartland Nursing Home located at 20 Easter Drive in Portsmouth on May 30, 2015, requesting a squad for an unresponsive female.

Deputies responded to the location and learned that the female had passed away due to a possible overdose. A report was taken, leading to a further investigation conducted by a detective.

As stated by Sheriff Donini, during the course of the investigation, detectives were able to make the determination that the victim’s husband, Timmy L. Smith, 53, of Proctorville, brought heroin into the Heartland Nursing Home facility and injected it into her body which resulted in her death.

Authorities say this has been an ongoing investigation pending the autopsy report. Detectives received the report that confirmed that the suspect’s cause of death was a heroin overdose. Charges were presented to the Scioto county grand jury on Nov. 6, 2015, resulting in an indictment warrant being issued on Nov. 12, 2015.

Detectives were able to get a location on the suspect in Lawrence County, and with the assistance of the Lawrence County Sheriff’s office the suspect was arrested without incident.

Smith was arrested and charged with one count of involuntary manslaughter, a felony of the 1st degree. Smith will appear in Common Pleas court on a later date.
