NEW BOSTON — Two Portsmouth residents were arrested Sunday morning after New Boston police found them passed out inside a vehicle with drugs and drug abuse instruments.

According to New Boston Police Lt. Diane Davis, the New Boston Police Department received a call at 1:25 a.m. Sunday reporting two people were passed out inside a vehicle on the Walmart parking lot. New Boston police officer Josh Carver responded and found the vehicle, with a man and a woman passed out inside as reported. He opened the vehicle door to see if they needed medical attention, and reportedly saw drug abuse instruments — a needle stuck in the woman’s arm. That’s when they both woke up.

Lt. Davis was called to the scene to search the female, identified as Anita Odell, age 41, of Portsmouth. Davis discovered two small baggies of a substance that field-tested positive as heroin in Odell’s pants pocket. She was arrested and charged with possession of heroin, possession of drugs (Schedule I or II substance), possession of drugs (Schedule III, IV, or V substance), possession of drug abuse instruments and possession of drug abuse paraphernalia.

The man in the vehicle was identified as Teddy Colley, age 30, of Portsmouth. He was arrested and charged with possession of drug abuse instruments and possession of drug abuse paraphernalia.

Odell and Colley were both brought back to the New Boston Police Department for booking.

“Everything we found was in her (Odell’s) possession; any kind of drugs,” Davis said. “Drug abuse instruments was all that he (Colley) had.”

Colley was released on his own recognisance and will be seen in the New Boston Mayor’s Court. Because Odell’s charges were more serious, she was transported to the Scioto County Jail and will be seen in the Portsmouth Municipal Court.
