A West Portsmouth man was arrested Thursday after being caught in the act of burglarizing a residence.

According to Scioto County Sheriff Marty Donini, dispatchers received a 911 call on Dec. 20 from a resident in the 500 Block of West Gate Road who stated that he went to check on a residence of a friend and there was a strange vehicle in the driveway and a man inside the home.

The caretaker advised that the man came outside and jumped in the vehicle and attempted to leave, but the caretaker had blocked him in. The caretaker stated that he had a firearm and was able to hold the suspect at bay until the deputies arrived in a short time and placed the suspect under arrest.

The vehicle contained property from inside the home and after officers ran the vehicle information found that the vehicle was, in fact, stolen from Portsmouth.

Arrested was Billy Mosley, age 23, of West Portsmouth; charged with burglary, theft, possession of criminal tools, and receiving stolen property. He was held in the Scioto County Jail on a $25,000 bond, awaiting an appearance in Portsmouth Municipal Court.

Donini credited the quick arrest to the resident, deputies, and detectives that worked the case, and said the investigation remains ongoing. He asks anyone with information about this case to contact Detective Dan Malone at 740-355-8245. All calls are kept confidential.
