A Scioto County man and woman have been arrested on drug charges. Richard L. Cade, 37, of 1301 Pennsylvania Ave., New Boston, faces charges of theft, possession of drugs - cocaine, possession of drug abuse instruments and drug paraphernalia. Loretta A. Campbell, 34, of 415 Campbell Ave., Portsmouth is charged with possession of drugs - schedule III, IV, or V substance.
According to the police report, officers were dispatched to a theft complaint. The victim of the theft reported that Richard Cade had stolen his cell phone and advised authorities that Campbell was with him. An officer located Cade and Campbell in a car in the 600 block of Boundary Street. Cade was placed under arrest shortly after a theft police officers had been investigating.
Upon searching Cade, officers said they located crack cocaine on his person. They then asked Campbell for permission to search her purse. She consented to the search, and officers said they located three hypodermic needles and a Suboxone sublingual slim in her purse. Officers said she confirmed it was Suboxone and said she does not have a prescription for it.
Cade’s report said officers located five syringes and a spoon in Campbell’s purse, which Cade said belonged to him, telling officers he had put them in her purse. Campbell agreed with Cade.
A search of Cade reportedly turned up a small plastic bag with an off-white substance that field tested positive for cocaine.
