On Dec. 19, the Scioto County Board of Developmental Disabilities (Board of DD) appointed Julie Monroe acting superintendent.

According to released information from the Board of DD, Monroe was appointed after current Superintendent James Krumer failed to maintain the required certification rendering him unable to continue in the position.

Monroe, a 16-year employee of the Scioto County Board of Developmental Disabilities, was serving as the Community Services Director, overseeing such programs as the Special Olympics.

She received her bachelor’s degree in social work from the College of Mt. St. Joseph in Cincinnati and her master’s in human services with a concentration in business management from Liberty University. She obtained and has maintained her superintendent’s certificate from the Ohio Association of County Boards of DD in September of 2010.

In July of 2012 it was announced the Board of DD hired Krumer as its new superintendent.

Prior to joining the Scioto County Board of DD, Krumer was serving as the superintendent and CEO for the State of Ohio Southwest Developmental Center.

Prior to Krumer’s arrival former Board of DD Superintendent, Ben Hollinger announced his resignation in April of 2012 after he accepted the position of Assistant Deputy Director for the Division of Policy and Strategic Direction with the Ohio Department of Development Disabilities (DODD).

At the time of his hire, Krumer was quoted as saying, “Scioto County provides excellent services and I think their reputation is outstanding.”
