A central Ohio man faces multiple charges after leading Portsmouth Police on a chase in the Farley Square area Thursday. John W. Kullum, II, 32, of 3558 Rosslare Harbor Rd., Pickerington, is charged with criminal trespassing, failure to comply with an order or signal of a police officer, possession of drugs - marijuana, trafficking in drugs containing marijuana other than hashish, and possession of criminal tools.
The Portsmouth Police Department was on patrol in the Farley Square area when they pulled behind a vehicle sitting near Bannon Park on Robinson Avenue, an area officers says is a high drug trafficking area. Officers said they saw a man on a bicycle approached the vehicle, but turn and ride off when he spotted the officers. Sgt. Steve Timberlake went after the man on the bicycle and met up with him on 13th Street. Timberlake said he activated his emergency lights and ordered him to stop twice, but said the man failed to comply and turned west onto 13th Street.
Kullum was blocked by detective John Justice who also ordered him to stop. However, he continued to try to evade officers and traveled through a backyard at 13th and Waller streets, where he was again blocked by Timberlake who ordered him to the ground. Timberlake said he showed his Taser and again told Kullum to get on the ground. Timberlake said Kullum went for something in his pocket, so he deployed his Taser with one of the barbs striking Kullum, bringing him to the ground.
Kullum was secured and arrested for failure to comply with the order of a police officer and searched. Police said it was during the search that they found three small baggies containing green vegetation, a sandwich baggy with 22 prepackaged baggies of green vegetation and $80 cash.
Timberlake said he asked Kullum who he was visiting on Portsmouth Metropolitan Housing Authority property, and he told them no one. He said Kullum told he he was selling the prepacked baggies of marijuana for $10 each, and that he had received the $80 through selling the marijuana. The marijuana, cash, and bicycle were all confiscated and impounded for evidence.
