Scioto County Engineer Craig Opperman and his staff have been busy working on securing grant funding to make improvements to area roadways with several of the projects set to start in the coming months.
At the Tuesday meeting of the Scioto County Commissioners a $76,676 contract was signed with Oglesby Construction of Norwalk, Ohio to provide the Engineer’s Office with road materials.
“This (contract) is for thermoplastic pavement markings. This includes markings for some railroad crossing and road markings,” said Craig Opperman, Scioto County Engineer. “This is something we’ve been doing for a couple of years and this is 100 percent funded grant through the Federal Highway Administration.”
Opperman said thermoplastic has a longer life span than painting the roadway.
“It’s a longer life material. If you put paint on a heavily traveled road your looking at maybe replacing it every year. With this material it can last six to eight years on a heavily traveled road,” Opperman said. “They (Federal Highway Administration) generally does not give grant money for paint, because this is a better quality material and it’s more reflective and has a longer life than what paint is so, they give safety money for this.”
Opperman said this crews has all of the necessary materials to do the painting in house.
“By doing it this way we received a grant so it saves us money in repainting every year. Thermoplastic also gives us a better reflective, longer life material,” Opperman said.
The roadways and railroad crossings that will benefit from the thermoplastic markers include, Arian Road, Haverhill Ohio Furnace, Hayport Road, McDermott Pond Creek Road, Lockner Road near Clay Local School, Dogwood Ridge from Hamerstein Road to State Route 140, Galena Pike from State Route 73 and 104 to State Route 239 and many other roads.
Opperman said this will cover nearly 19 miles of county roadway.
“We are working towards having thermoplastic installed on all of our hot mix roads. This is not something you put on a road that’s been chipped and sealed. Then you have to grind it off when you want to redo the road,” Opperman said.
Opperman said his office is also undertaking another aspect of their sign program with the replacement of certain county road signage.
The engineers recently received two grants to help with this program. One of the grants will help replace road signs that are on curves and the other will help replace street name signs on county roadways.
Opperman said the grant that will help cover the cost of replacing the street name signs is up to $62,500. He said the grant is for 80 percent of the project cost, with the rest of the funding coming locally.
The grant that will help cover the cost of replacing curve signs is valued at $15,000, with no local share.
Opperman said with grant to replace the street name signs, it should cover the replacement of all of them on county and township intersections and anything that intersects with a county road.
The Engineer’s Office also recently received a grant to replace a bridge on Mackletree Road with funding from the Ohio Public Works Commission.
“We will be replacing the two span bridge, 52 feet long and 20 feet wide with a 65 foot long bridge, precast box beam, 24 feet wide,” Opperman said. “This bridge has been there since the 1940 and was rehabilitated in the ’70s.”
Opperman’s office also recently received $800,000 in grants to install guardrails along county roadways this summer. He said the grant will cover the installation of guardrails in Valley and Jefferson Townships.
“We are going to be going 3.7 miles of roadway on Corielll Road, Cockrel’s Run Road, Dace Road, Flatwood-Fallen Timber Road, some on Lucasville-Minford Road, Miller’s Run-Back Run Road, Miller’ Run Fallen Timber Road, Morris Lane and Blue Run Road,” Opperman said.
He said guardrails will also be installed in Rarden, Morgan Township, Brush Creek Township, Union and Rush Township.
The specific roads in the townships in which crews will be working include, Arion Road, Big Bear Creek, Cramer Road, Henley-Comstock Road, Henley-Deemer Road, McDermott-Pond Creek Road, Pollick Road, Rarden Creek Road, Rarden Hazelbaker Hill and Sedan Crabtree Road, which represents an additional 5.6 miles of guardrails.
