Trick-or-Treat rescheduled in Scioto County

In recognition of the threat of bad weather anticipated to hit the area Monday, the City of Portsmouth, Village of New Boston and the Scioto County Commissioners have rescheduled Trick-or-Treat for Thursday, Nov. 1 from 5:30 - 7 p.m.


“I’ve spoken with Kim Carver (Scioto County Emergency Management Agency, Director) about the weather. Looking at the forecast and the precipitation, high winds as well. We are going to reschedule,” said Skip Riffe, Chairman of the Scioto County Commissioners. “It’s unfortunate we could not have had the weather we had last week, this week.”


Riffe said he does not recall a time in past where trick-or-treat has been questioned.


South Shore officials did not indicate they intended to change their date and time. Trick-or-Treat is scheduled for Oct. 30, from 6 - 7 p.m. in the city and 6 - 8 p.m. in Greenup County.


On Monday morning, the City of Portsmouth received a request from a citizen asking if Trick-or-Treat could be rescheduled. At first, Portsmouth Mayor David Malone was reluctant to reschedule Trick-or-Treat, saying “it’s not such a significant day that should have to be rescheduled.”


The proposed date change was then debated among city officials. The issue then arose, if it were to be rescheduled, would the Portsmouth City Council have to have an emergency meeting to do so.


“Based upon the weather forecast and potential safety issues, the mayor has the ability to reschedule the city’s Trick-or-Treat to a date later this week and an emergency meeting of council would not be necessary under these circumstances in my opinion,” said Mike Jones, Portsmouth city solicitor. “As the weather may be severe these next two days, I would recommend that a new date be set.”


The Village of New Boston has also rescheduled their Trick-or-Treat time to Nov. 1 5:30 - 7 p.m.
